A very good summary of the issues and modern thinking is also provided in the first 15 pages of the campaigning document (pdf) produced by Great Lakes Restoration Organisation (Homepage) which was supported by a large number of independent scientists. This document is put forward as a 'prescription' for how to manage the lakes.
